Texas' Grant and Vehicle-Replacement Programs Give Incentives to Improve Air Quality

Since mobile source emission standards are set by the federal government, states are federally preempted from directly regulating this category of emissions. Despite increases in vehicle miles traveled across the state, fleet turnover from older and dirtier to newer, cleaner vehicles can significantly reduce ozone levels in urban areas.  Therefore, ensuring proper vehicle maintenance and incentivizing accelerated replacement of older, dirtier vehicles through such programs as Drive a Clean Machine, the vehicle inspection and maintenance program, and the Texas Emissions Reduction Plan (TERP) have proven highly beneficial.
