The LIRAP: Now Known as the AirCheckTexas Drive a Clean Machine Program
Texas has a financial assistance and incentive program for qualified owners of vehicles that fail the emissions test or whose vehicles are 10 years or older.
The program is called AirCheckTexas Drive a Clean Machine. This repair and replacement program applies only in participating counties in areas of Texas that have vehicle inspection and maintenance programs:
- Vehicle replacement assistance
- Vehicle repair assistance
LIRAP Law and Rules:
The assistance program was originally created under the Low Income Vehicle Repair Assistance, Retrofit, and Accelerated Vehicle Retirement Program (LIRAP) provisions of House Bill 2134, 77th Legislature, 2001, and amended by House Bill 1611 in the 79th Legislature, 2005. The program under the name Drive a Clean Machine was the result of further amendments under Senate Bill 12, 80th Legislature, 2007 (in PDF). ![]()
The LIRAP law is found in Chapter 382.209 of the Texas Health and Safety Code. ![]()
The TCEQ has adopted rules (in PDF) under the 2007 amendments.
