Revision to the State Implementation Plan for Houston-Galveston-Brazoria adopted on December 6, 2000.
On December 6, 2000, the TCEQ adopted revisions to 30 TAC Chapters 101, 114, 115 and 117 and to the State Implementation Plan (SIP). The various rules and the narrative made up the Attainment Demonstration SIP for the Houston-Galveston-Brazoria (HGB) ozone nonattainment area. The Attainment Demonstration served as the required next step for HGB to demonstrate attainment of the one-hour National Ambient Air Quality Standard for ozone. This page provides information on this revision to the SIP.

Key Changes: The December 2000 SIP revision contained the following elements: (1) rules and photochemical modeling analyses in support of the HGB ozone attainment demonstration; (2) post-1999 Rate-of-Progress (ROP) plans for the milestone years 2002 and 2005, and for the attainment year 2007; (3) transportation conformity motor vehicle emissions budget (MVEB) for NOx and VOC; (4) enforceable commitments to implement further measures in support of the HGB attainment demonstration; and (5) a commitment to perform and submit a mid-course review by May 2004.
