SIP Revisions: Houston-Galveston-Brazoria, March 10, 2010, December 7, 2011, and April 23, 2013
The United States Environmental Protection Agency (EPA) published its approval of the governor’s request to voluntarily reclassify the HGB area from a moderate to a severe nonattainment area for the 1997 eight-hour National Ambient Air Quality Standard (NAAQS) for ozone on October 1, 2008 (73 FR 56983). The Texas Commission on Environmental Quality (TCEQ) was required to submit a SIP revision to the EPA by April 15, 2010 that addressed the severe ozone nonattainment requirements of the Federal Clean Air Act (FCAA).

2010 HGB Attainment Demonstration SIP Revision for the 1997 Eight-Hour Ozone Standard (Project No. 2009-017-SIP-NR)

SIP Revision Summary: The 2010 HGB Attainment Demonstration SIP Revision for the 1997 Eight-Hour Ozone Standard (2010 HGB AD SIP Revision) includes a photochemical-modeling analysis and a weight-of-evidence analysis to demonstrate attainment of the 1997 eight-hour ozone NAAQS by the June 15, 2019 deadline. As required by the EPA, this SIP revision also includes motor vehicle emissions budgets (MVEB), volatile organic compounds (VOC) and nitrogen oxides (NOX) Reasonable Available Control Technology (RACT) analyses, Reasonably Available Control Measures (RACM) analysis, and a contingency plan. In response to comments received, this SIP revision includes a committment to perform a mid-course review for commission consideration and approval.
The commission also adopted associated rule projects revising 30 Texas Administrative Code (TAC) Chapters 101 and 115, which address cap integrity in the Mass Emissions Cap and Trade (MECT) program, a cap reduction and allowance reallocation for the Highly Reactive Volatile Organic Compounds Emissions Cap and Trade (HECT) program, and an update to Control Technique Guidelines (CTG) documents for VOC used in offset printing (See Associated Rules).

SIP Revision Summary: The 2010 HGB RFP SIP Revision for the 1997 Eight-Hour Ozone Standard (2010 HGB RFP SIP Revision) demonstrates that an 18% emissions reduction requirement will be met for the analysis period of 2002 through 2008 and an average annual emissions reduction of 3% between each of the milestone years 2008, 2011, 2014, 2017, and 2018. This revision establishes baseline emission levels, calculates reduction targets, identifies control strategies to meet targets, and tracks actual emission reductions against established emissions growth. This revision also includes an MVEB for each milestone year and a contingency plan.

2011 HGB RACT Analysis Update SIP Revision for the 1997 Eight-Hour Ozone Standard (Project No. 2010-028-SIP-NR)

SIP Revision Summary: The 2011 HGB RACT Analysis Update SIP Revision for the 1997 Eight-Hour Ozone Standard (2011 HGB RACT SIP Revision) addresses CTG documents that were not addressed in the 2010 HGB AD SIP Revision. Because the 2011 HGB RACT SIP Revision focuses specifically on the seven CTG documents issued by the EPA from 2006 through 2008 that were not addressed in the 2010 HGB AD SIP Revision, the RACT analysis only provides an update to the HGB VOC RACT demonstration.
This SIP revision incorporates concurrent CTG-related rulemaking that revises Chapter 115, Subchapter E to implement RACT for flexible package printing; industrial cleaning solvents; large appliance coatings; metal furniture coatings; paper, film, and foil coatings; miscellaneous industrial adhesives; and miscellaneous metal and plastic parts coatings CTG emission source categories in the HGB area (See Associated Rules).

2013 HGB MVEB Update SIP Revision for the 1997 Eight-Hour Ozone Standard (Project No. 2012-002-SIP-NR)

SIP Revision Summary: The 2013 HGB MVEB Update SIP Revision for 1997 Eight-Hour Ozone Standard updates the 2010 HGB AD Revision and 2010 HGB RFP SIP Revision to replace the on-road mobile source emissions inventories for NOX and VOC based on the EPA’s MOBILE model with those based on the EPA’s Motor Vehicle Emission Simulator (MOVES) model. The 2008, 2011, 2014, 2017, and 2018 NOX and VOC MVEBs are also updated using the MOVES-based emissions inventories. Updated on-road inventories and emissions analysis based on the EPA’s August 30, 2012 vehicle miles traveled offset guidance and a modified version of the MOVES model (MOVES2010bROP) demonstrate compliance with FCAA requirements for transportation control measures in severe nonattainment areas. A review of emissions inventory data, photochemical modeling, and the quantitative and qualitative corroborative analyses used as weight of evidence in this SIP revision supports the 2010 HGB AD SIP Revision. This SIP revision also meets the primary obligation of the mid-course review commitment in the 2010 HGB AD SIP Revision by demonstrating that the outstanding 3% contingency requirement is fulfilled.
