Key Changes: This revision to the State Implementation Plan (SIP) serves as an attainment demonstration for the Houston-Galveston-Brazoria (HGB) Ozone Nonattainment area. The revision substitutes volatile organic compound (VOC) or oxides of nitrogen (NOx) reductions for certain elements to compensate for reductions that the U.S. Environmental Protection Agency plans to disapprove in the previous 9% Rate-of-Progress SIP revisions.
