Advisory Committee: Tax Relief for Pollution Control Property
The Tax Relief for Pollution Control Property Advisory Committee
House Bills 3206 and 3544, 81st Legislature, amended Texas Tax Code (TTC), §11.31 to require the TCEQ to form a permanent advisory committee to give input regarding property tax exemptions for pollution control property. The new TTC, §11.31(n) requires the advisory committee to have representatives from the following groups: industry, appraisal districts, taxing units, environmental groups, and members who are not representatives of any of those groups but have substantial technical expertise in pollution control technology and environmental engineering.
Tax Relief for Pollution Control Property Advisory Committee members were appointed by the TCEQ commissioners to four-year staggered terms. Once the members were selected by the commission, a random drawing was used to assign term lengths. Advisory committee members were appointed by the commission on January 27, 2010. The terms of six advisory committee members expire on January 1, 2012.

The following were the Advisory Committee recommendations on proposed changes to the Title 30 Texas Administrative Code, Chapter 17 (30 TAC 17) regulations regarding the Tax Relief for Pollution Control Property Program.
The TCEQ adopted changes to 30 TAC 17 on November 18, 2010.
