TNGVGP Participating Dealers: How to Apply

Information on how to apply to become a participating dealer under the Texas Natural Gas Vehicle Grants Program.

Are proposals being accepted under this program?

Yes. Proposals will be accepted and considered until April 1, 2013. However, interested entities are strongly encouraged to submit proposals to TCEQ on or before March 30, 2012, 5 p.m. Central Daylight Time. Proposals submitted after March 30, 2012, will still be considered for eligibility; however, those selected may not be under contract with TCEQ and trained in time for the opening of the solicitation for grant applications, currently planned for June 2012. Dealers that submit proposals after March 30, 2012, must be prepared to make arrangements to satisfy the training requirement before submitting any grant application.

What organizations are eligible to apply?

Those interested should review the Request for Proposal (RFP) (PDF) for detailed requirements and information about eligibility.

Businesses or other organizations that sell, lease, or otherwise commercially finance the sale or lease of on-road heavy- or medium-duty natural gas vehicles or heavy- or medium-duty natural gas engines, or repower original vehicles with qualifying natural gas engines, may submit proposals for eligibility as participating dealers under the TNGVGP. Eligibility is not guaranteed. The TCEQ will make the final determination.

Minimum Eligibility Requirements

  • Must have the authority to conduct business in the State of Texas, maintain a physical presence within the State, and maintain all permits and licenses necessary for performance under the Agreement.
  • Must have all legal authority from original equipment manufacturers  to offer the natural gas vehicles, engines, conversion systems, and fuel systems proposed for sale or lease, or for commercial financing of sales or leases.
  • Must be the primary organization that the grantee will deal with for the sale, lease, commercial financing of a sale or lease, or repower.
  • Must be the organization that will deliver the vehicle or service, and supply the final packaged invoice to the grantee.
  • Must accept assignment of the payment of the grant reimbursement by the grantee, where the TCEQ approves the assignment.

Considerations

  • An applicant must demonstrate in its proposal that it can achieve the performance requirements outlined in the RFP and Participating Dealer Terms and Conditions.
  • Applicants that thoroughly explain and support any claims made in their proposal will increase their chances of selection.

How do I apply for eligibility as a Participating Dealer?

Those interested should first review the RFP and Participating Dealer Terms and Conditions before downloading and completing the proposal form.

Follow these steps:

  1. Download copies of the RFP and Participating Dealer Terms and Conditions, or call the TCEQ directly (512-239-4950) to obtain copies of these documents.
  2. Review the RFP to determine if your organization meets the eligibility requirements to become a Participating Dealer. If you need to, contact the TCEQ’s TNGVGP staff to discuss.
  3. Download or obtain copies of the proposal form.
  4. Follow the directions for completing and submitting the proposal form.

All proposal forms should be typed.
