The proposed amendments would address requirements of the federal Long-Term 1
Enhanced Surface Water Treatment Rule, Filter Backwash Recycling Rule, Lead and
Copper Rule Minor Revisions, and Public Notification Rule promulgated by the
United States Environmental Protection Agency. The proposed amendments would
also specify how the agency implements various regulatory requirements; adopt new
design requirements for the laboratories at surface water treatment plants; extend the
design requirements for chemical storage and feed facilities to all public water
systems; and update several provisions to conform to current design practices. (Jack
