APPLICATION AND DRAFT PERMIT. CAPITAL STAR OIL AND GAS INC, 1900 SAINT JAMES PL STE 480, HOUSTON, TX 77056-4129, has applied to the Texas Commission on Environmental Quality (TCEQ) for a minor revision of its existing Federal Operating Permit (herein referred to as Permit) No. O108, Application No. 20979 to authorize operation of the NORTH WORD GAS PROCESSING PLANT, a Crude Petroleum and Natural Gas facility. The area addressed by this application is located at 867 W FAIRWINDS ST in HALLETTSVILLE, LAVACA County, Texas. This application was submitted to the TCEQ on February 21, 2014.

The purpose of a federal operating permit is to improve overall compliance with the rules governing air pollution control by clearly listing all applicable requirements, as defined in Title 30 Texas Administrative Code (30 TAC) § 122.10. The permit, if approved, will codify the revised conditions under which the area must operate. The permit will not authorize new construction. The TCEQ executive director has completed the technical review of this application and prepared a draft permit. The executive director recommends issuance of this permit. The permit application, draft permit, statement of basis, and all other relevant supporting materials, are available for viewing and copying at the TCEQ Central Office, 12100 Park 35 Circle, Bldg. Written public comments should be submitted to the Air Permits Division, MC 163, P.O. Box 13087, Austin, Texas 78711-3087 and received within 30 days after the publication of this announcement.

A notice of proposed final action that includes a response to comments and identification of any changes to the draft permit will be mailed to everyone who submitted public comments for this application.

The area addressed by this application is located at Two miles west of hwy 1069 on hwy 361. 4133 Highway 361. in Gregory, SAN PATRICIO County, Texas. This application was submitted to the TCEQ on September 15, 2015.
