ANNOUNCEMENT OF DRAFT FEDERAL OPERATING PERMIT

FOR MINOR PERMIT REVISION

DRAFT PERMIT NO.: O3542

APPLICATION AND DRAFT PERMIT. CITGO PETROLEUM CORPORATION, 1293 ELDRIDGE PKWY, HOUSTON, TX 77077-1670, has applied to the Texas Commission on Environmental Quality (TCEQ) for a minor revision of its existing Federal Operating Permit (herein referred to as Permit) No. O3542, Application No. 21572 to authorize operation of the CORPUS CHRISTI REFINERY EAST PLANT AND TERMINAL, a Petroleum Refining facility. The area addressed by this application is located at 1308 Oak Park Avenue in Corpus Christi, NUECES County, Texas. This application was submitted to the TCEQ on June 25, 2014.

The purpose of a federal operating permit is to improve overall compliance with the rules governing air pollution control by clearly listing all applicable requirements, as defined in Title 30 Texas Administrative Code (30 TAC) § 122.10. The permit, if approved, will codify the revised conditions under which the area must operate. The permit will not authorize new construction. The TCEQ executive director has completed the technical review of this application and prepared a draft permit. The executive director recommends issuance of this permit. The permit application, draft permit, statement of basis, and all other relevant supporting materials, are available for viewing and copying at the TCEQ Central Office, 12100 Park 35 Circle, Bldg.
