ANNOUNCEMENT OF DRAFT FEDERAL OPERATING PERMIT

FOR MINOR PERMIT REVISION

DRAFT PERMIT NO.: O3636

APPLICATION AND DRAFT PERMIT. OCCIDENTAL PERMIAN LTD, 5 GREENWAY PLZ STE 110, HOUSTON, TX 77046-0526, has applied to the Texas Commission on Environmental Quality (TCEQ) for a minor revision of its existing Federal Operating Permit (herein referred to as Permit) No. O3636, Application No. 22330 to authorize operation of the MALLET CO2 RECOVERY PLANT, a Natural Gas Liquids facility. The area addressed by this application is located at Approximately 3 miles west of FM 303 in Sundown, Texas on FM 301 in Sundown, HOCKLEY County, Texas. This application was submitted to the TCEQ on January 09, 2015.

The purpose of a federal operating permit is to improve overall compliance with the rules governing air pollution control by clearly listing all applicable requirements, as defined in Title 30 Texas Administrative Code (30 TAC) § 122.10. The permit, if approved, will codify the revised conditions under which the area must operate. The permit will not authorize new construction. The TCEQ executive director has completed the technical review of this application and prepared a draft permit. The executive director recommends issuance of this permit. The permit application, draft permit, statement of basis, and all other relevant supporting materials, are available for viewing and copying at the TCEQ Central Office, 12100 Park 35 Circle, Bldg. E, First Floor, Austin, Texas and at the LUBBOCK Regional Office, 4630 50TH ST., SUITE 600, LUBBOCK, TX 79414. PUBLIC ANNOUNCEMENT. Any person may submit written comments on the draft permit. Comments relating to the accuracy, completeness, and appropriateness of the revised permit conditions may result in changes to the draft permit.

Written public comments should be submitted to the Air Permits Division, MC 163, P.O. Box 13087, Austin, Texas 78711-3087 and received within 30 days after the publication of this announcement.

A notice of proposed final action that includes a response to comments and identification of any changes to the draft permit will be mailed to everyone who submitted public comments for this application.
