Conducts federal reviews of applications for major and certain non-major sources subject to Title V to codify all air requirements into one authorization. This includes codifying all applicable state and federal air rules, NSR authorizations, compliance assurance monitoring (CAM) and periodic monitoring (PM) requirements, acid rain requirements, and any other relevant requirements into a site operating permit (SOP).

Also conducts reviews to authorize facilities and their emissions but is associated with alternate methods of authorization.

The Rule Registrations Section conducts the technical reviews of permit by rule (PBR) and standard permit registrations and certifications for all industry types. These authorizations are generally used in lieu of getting a full NSR permit and are typically used to authorize facilities that have insignificant emissions and/or have undergone a protectiveness review that has determined these alternate forms of authorization are more appropriate instead of a case-by-case permit review. This section also reviews submittals for general operating permits (GOP), which are streamlined authorizations for Title V.

PBRs, standard permits, and GOPs will be discussed in greater detail later in this course.
