1. Add a one-year hydrograph called "Any Year" (similar to the dry, average, and wet year hydrographs) with macros to facilitate scrolling through the entire period of record.

NEW FEATURES
1. Monthly Delivery Pattern (i.e., Use Coefficients) in sheet "Basic Data"

BUG FIXES
1. Fixed error in requiring high flow pulses when hydrologic condition = 0 (which is used by the CL BBEST only).
2. Fixed numerous errors in base flow and HFP compliance statistics when hydrologic condition = 0 (which is used by the CL BBEST only).
3. Fixed bug in column "Dry Base Pass Standard (cfs)" that ignored hydrologic condition = 0 (which is used by the CL BBEST only).

1. Added note explaining to user that the consensus criteria method needs "diversion to subsistence method" = 1

1. Added Colorado-Lavaca BBEST option for diverting down to subsistence flows only when the streamflow is below the low base flow and the drought contingency rule is on.  The drought contingency rule is coded as a hydrologic condition = 0.
