The following text conforms with the hierarchy of data elements in the FGDC Content Standards for Digital Geospatial Metadata. This GIS layer supersedes all earlier copies, translations or coverages of the Air Quality Monitoring Stations coverage which may have been made by the Texas Commission on Environmental Quality (TCEQ).

Abstract:

This layer depicts the official TCEQ Stream Segments for the State of Texas as listed in Title 30, Chapter 307 of the Texas Administrative Code (TAC), also known as the Surface Water Quality Standards. These are streams and waterbodies that have been individually defined by the TCEQ and assigned unique identification numbers. Intended to have relatively homogeneous chemical, physical, and hydrological characteristics, a segment provides a basic unit for assigning site-specific standards and for applying water quality management programs of the agency.

Both "classified" and "unclassified" segments have been included in this layer. Classified segments, also referred to as designated segments, refer to water bodies that are protected by site- specific criteria. The classified segments are listed and described in Appendix A and C of Chapter 307.10. The site-specific uses and criteria are described in Appendix A. Classified waters include most rivers and their major tributaries, major reservoirs, and estuaries. Unclassified waters are those smaller water bodies that do not have site-specific water quality standards assigned to them, but instead are protected by general standards that apply to all surface waters in the state.

This layer also indentifies which segments and water bodies have been listed as impaired or threatened in the final draft of the Texas 2000 Clean Water Act Section 303(d) List (effective December 19, 2002). 303(d) Lists from other years can be accessed from TCEQ's Texas Water Quality Inventory and 303(d) List page. An impaired segment is a water body which does not meet the standards set for its use, or is expected not to meet its use in the near future. The database file associated with this layer contains fields which indicate which segments are impaired and which pollutants are responsible for the failure of those segments to meet water quality standards. PLEASE READ THE FOLLOWING IMPORTANT INFORMATION!!

This layer is not a complete hydrographic layer of Texas. It is only meant to show the classified and unclassified stream segments for the state. Therefore, many stream segments and water bodies will appear to be detached. To fill in the remaining hydrography, this layer should be used with the certified layer entitled "Major Streams".

When viewing the impaired segments, please note that for many segments, only a portion of that segment may be impaired! To determine which part of the segment is actually impaired, you must refer to the "Segment Summary" in the online 303(d) List

Purpose:
General purpose use; to support agency-wide policy decisions regarding surface water quality in the State of Texas. Due to the various scales inherent from using multiple sources in the creation of this dataset, this layer should not be used for making important decisions at scales greater than 1:250,000.

All attribute fields were derived from the GIS layers entitled segments_2000_pl and segments_2000_pg. The attributes from these two layers are based directly on the SEGID database maintained by the Surface Water Quality Monitoring Team of TCEQ. Database testing revealed a few blank fields, but no significant errors were found.

All segments were verified with the SEGID database maintained by the Surface Water Quality Monitoring Team. No segments were omitted. The dataset was found to be complete.

The linework was compared to the previous Segments layers as well as the TIGER/Line data. Most of the linework is consistent with the 1992 TIGER/Line data from the U.S. Census Bureau which is accurate to approximately 51 meters. Due to the various scales inherent from using multiple sources in the creation of this dataset, overlapping linework can be found in several areas. Testing revealed about 18 areas where overlapping line- work existed. Although some of these were fixed at the time of certification, a few still remain and will be fixed in later versions.

Process_Description:
Using the segment descriptions from Chapter 307 (Texas Surface Water Quality Standards), the designated streams and waterbodies were extracted from TIGER/Line 92 data to create the initial Designated Stream Segments layer. Where that layer was lacking, missing streams and new reservoirs were table-digitized from TxDOT "half-scale" county map sheets. The Mexican side of the Amistad and Falcon reservoirs and the outlying boundaries of the border lakes were "heads-up" digitized from a digital map created in the early 1980s by the Texas Water Commission (from 1:250,000 AMS map sheets).

The SPLIT and UNSPLIT functions of ArcEdit were used to split existing segments in order reassign new seg-ids to portions of those segments.

Process_Description: Using the descriptions from Chapter 307 (Texas Water Quality Standards) and county maps as a reference, five additional segments were extracted from the certified Major Streams layer and added to the Segments layer.

Using editing tools in ArcView 3.2a, the segments layer was updated according to the 2000 revision of the Texas Surface Water Quality Standards (TSWQS). At this time, the unclassified segments were also added. The seg_name field was changed to reflect the full name that appears in the TSWQS, not just the common name for the water body. Several new fields were added including the segment classification, type, size, descriptive location, TCEQ region, and impaired status. Fragmented segments were merged so that each displayed segment was represented by only one record in the table. Seg-IDs for polygons were added to the polyline layer instead of just the polygon layer. Additional segment boundaries were added to reflect the 2000 revision and the addition of the unclassified segments.

1221B - wrong river was depicted. Should be South Leon River, not South Fork Leon River.
1244A - changed name from "North Fork Brushy Creek" to "Brushy Creek Above South Brushy Creek"
1256/1257 - merged these with segment 1242 and named the whole segment 1242.
1423A - extended segment so it connects to Twin Buttes Reservoir.
1424 - added additional 1424 segment west of Twin Buttes Reservoir.
1802 - merged with 1803 (1802 does not exist in the 2000 version).
1804B - changed to 1803C.
