The following text conforms with the hierarchy of data elements in the FGDC Content Standards for Digital Geospatial Metadata. This GIS layer supersedes all earlier copies, translations or coverages of the Air Quality Monitoring Stations coverage which may have been made by the Texas Commission on Environmental Quality (TCEQ).

1.2 Description:
1.2.1 Abstract:
This layer contains all sites in the State of Texas that have been designated as Superfund cleanup sites; it includes both Federal and State sites. Federal Superfund sites have a Hazardous Ranking System (HRS) score of 28.5 or above, and are placed on the U.S. Environmental Protection Agency (US-EPA) National Priorities List (NPL). NPL sites are eligible for cleanup at Federal expense if the responsible parties cannot be identified or no longer exist. Remediation at State Superfund sites must be provided in the following sequence: first, by responsible party funding; second, with the aid of Federal funds; and third, if necessary, with State funds from the Hazardous and Solid Waste Remediation Fee Fund.

Sites that were once designated as Superfund sites but have since been removed from the active list are still included in the coverage, but have been given a Status of "deleted".

Certified as Level 1 - Complies with National Map Accuracy Standards for 1:24,000-scale maps. According to this standard, 90% of well-defined features tested must be within 12 meters. The layer also complies with all TCEQ Agency Standards.

1.2.2 Purpose:
The TCEQ Superfund Sites layer is used to identify the geographic location of Federal and State Superfund sites within the State of Texas. This data layer can be used for a variety of purposes, including: the plotting of Superfund sites on maps; utilization by field personnel; and performing spatial analysis on how the sites affect their surroundings.

1.2.3 Supplemental_Information:
The original Superfund sites coverage that was created in September 1994 included, at the database custodian's request, five sites that had been proposed as Superfund sites but had not been officially designated as such. Since that time, four of these sites were removed from consideration, and have therefore been deleted from this coverage. The sites are: Archem/Thames Chelsea; Fabsteel; Motor Fuels Corporation; and Industrial Rd/Industrial Mtl. (Archem/Thames Chelsea was subsequently added as an active state Superfund site on May 11, 2001.)

On April 27, 2001, the Harkey Road site was officially listed as an active state Superfund site. On May 11, 2001, the Archem/Thames Chelsea site was officially listed as an active state Superfund site.

A Hazardous Ranking System (HRS) score is not available for the Rio Grande Refinery I site. It has been given a Hazardous Ranking System (HRS) score of "00.00" in the absence of a documented HRS score.

On Jun 18, 2001, a new Federal Superfund site (R&H Oil) was added to the certified Superfund sites layer. Upon clarification of the site's status, the site was deleted from the Superfund sites layer on August 21, 2001. The GIN and FID assigned to R&H Oil (4000121; RH) will not be re-used in the layer, even if R&H Oil is never formally added.

2.4.1.1 Horizontal_Positional_Accuracy_Report: The initial version of the Superfund sites coverage was generated in 1994. The coverage contained a total of 82 sites. In order to evaluate the accuracy of the individual site geographic locations, TCEQ engineers manually posted the sites onto 7.5-minute U.S. Geological Survey (USGS) topographic quad maps (1:24,000 scale) and Texas Department of Transportation (TXDOT) county map sheets, using TIGER county boundaries contained in the certified TCEQ Counties layer as a reference. Of 82 sites, 1 fell in the wrong county, and was subsequently corrected.

Converted sfund.dt from a "|" delimited file to a database file (dbf). Using the NADCON utility (web-based application maintained by NGS), the coordinates for all points derived from USGS Topo maps from transformed from NAD27 to NAD83. For the points derived from GPS or DOQQs, the original coordinates were preserved. A new field called "datum" was added to differentiate between the points collected from NAD27 sources and the points collected from NAD83 sources. For five, more recent, sites for which the location method was unknown, a datum of NAD83 was assumed.

A point layer was created using the "Add Event Theme" function of ArcView. This was converted to a shape file, then projected from geographic (NAD83) to TSMS using the TCEQ Tools extension. Finally, the "Shapearc" command was issued in ArcInfo, the new coverage was built (using BUILD POINT), and the projection information was assigned using PROJECTDEFINE
