The following text conforms with the hierarchy of data elements in the FGDC Content Standards for Digital Geospatial Metadata. This GIS layer supersedes all earlier copies, translations or coverages of the Air Quality Monitoring Stations coverage which may have been made by the Texas Commission on Environmental Quality (TCEQ).

1.2 Description:
1.2.1 Abstract: This layer contains the point locations of Water Rights Diversions for surface water in Texas.

Level 3 Certification - This layer does not meet the minimum 25 meter agency standard. The layer was certified with known problems that have been documented in the metadata. It is not suitable for high-precision measurement applications.

1.2.2 Purpose: General purpose use. To determine locations of Surface Water Rights Diversion Points in Texas. This GIS layer will provide the foundation for future application developments designed to provide a means for TCEQ staff to spatially query Water Rights databases.

1.2.3 Supplemental_Information: This layer is currently certified as a Level Three Layer, which means it is not in its final form. Once duplicate or incorrect identification numbers are corrected by the Surface Water Uses Section of the TCEQ, a data table (WRDETAIL) will be joined to the coverage to allow for spatial queries of the database, and to provide supplemental information for each point in the coverage. Approximately 177 points have duplicate id numbers, and 18 points appear to lie in river basins that do not match their id numbers.

2 DATA_QUALITY_INFORMATION:
2.1 Attribute_Accuracy:
2.1.1 Attribute_Accuracy_Report: In many cases, the first two digits of the Facility Identification Number (FID), which indicate the TCEQ basin number, do not correspond with the basin in which they are located. Also, approximately 177 points were found to have duplicate ID numbers. For additional information concerning these errors, refer to both the Supplemental Section and the Attribute Definition for BASIN.

2.3 Completeness_Report: With the exception of the WRDETAIL database (to be added later), nothing was found missing in this layer.

2.4 Positional_Accuracy:
2.4.1 Horizontal_Positional_Accuracy:
2.4.1.1 Horizontal_Positional_Accuracy_Report: During the digitizing phase, a total of eight control points or "tics" were used to ensure that the map was registered accurately. During registration of the map, the maximum error allowed was 25 meters. The average error was approximately 20 meters. The five tics with the lowest RMS error were used when projecting the layer.

2.5.1.6 Source_Contribution: All data in this spatial dataset was digitized from mylar county maps containing diversion points added by the Surface Water Uses Section and from the the TCEQ River Basins layer.

2.5.2 Process_Step:
2.5.2.1 Process_Description: Mylar county maps already containing diversion points placed by the Surface Water Uses Section were digitized in Arc/Info using a manual digitizing tablet. Each point was then assigned a Facility Identifiction Number (FID) which is a concatenation of the TCEQ Basin Number and the Stream Order Number. The latitude and longitude for each point was calculated from the geo-referenced coverage and then placed into the attribute table. All of the coverages (which were digitized separately by county) were then appended into a single statewide coverage. Finally, the coverage was projected into TSMS.

TCEQ RIVER BASIN NUMBER. This two-digit numeric field is identical to the basin numbers found in the TCEQ River Basins layer. It was determined by overlaying the diversion points with the TCEQ River Basins layer using GIS software.

NOTE: Some water rights diversion points overlie river basins that are not the same as the basin number shown in WRDETAIL (which are the first two digits of the FID number).

Most of these points are close to the boundary between the two indicated basins. In these cases, the discrepancy may be caused by errors in the lat/long from WRDETAIL, or by errors in the River Basins map layer.

However, some points (those indicated with an asterisk) are well removed from the basin indicated by WRDETAIL. These points either have a large error in lat/long, or they have been assigned the wrong basin number.
