Television Recycling Program - Manufacturer Guidance
The following information is intended as general program guidance and should not be interpreted as a replacement of the rules. Please review the rules online at 30 Texas Administrative Code, Chapter 328, Subchapter J
for complete program requirements.
Label the TVs You Sell
You may not sell new televisions—online or through a retailer—that are not labeled with your brand. The label must be permanently affixed and readily visible. This requirement was effective on May 1, 2012.
Use a Compliant Recycler
Manufacturers must document that the collection, reuse, and recycling of their collected covered television equipment complies with specific requirements
. If using a TV Recycler in the state of Texas, your recycler must register with the TCEQ by Jan. 31, 2013 and follow the requirements, referenced above. For additional information, visit the Recycler Guidance webpage.
Develop a TV Recycling Program
There are two options for you to comply with this requirement:
Option 1: Individual or Partnership
Register Your Company
Register by Jan. 31, 2013, using our registration form (PDF)(Word). This registration must be renewed annually by Jan. 31. Registration includes:
- Manufacturer contact information
- A list of all brands made by the manufacturer
- The total weight of TVs sold the previous calendar year in Texas or nationally
- The total weight of TVs collected, recycled, and reused the previous year
- Documentation that collection, reuse, and recycling meet the sound environmental management requirements

- Payment of a $2,500 registration fee
Submit a Recovery Plan
You must submit a recovery plan, either as an individual manufacturer or as a group of manufacturers. By Jan. 31, 2013, each manufacturer must:
- Submit a recovery plan (PDF)(Word) as part of your registration
- Provide the weight of TVs collected, recycled, and reused for the preceding calendar year
Submit an Annual Report
Beginning with your first registration, you must report the weight of televisions collected, recycled, and reused from the preceding calendar year. In future reporting years, the TCEQ will provide the required market share collection weight.
This report will be included as part of the registration renewal form.
Option 2: Join a Recycling Leadership Program (RLP)
You must join an RLP by Jan. 1, each year to be eligible for the RLP provisions of that year.
Register Your Company
Register by Jan. 31, 2013, using our registration form (PDF)(Word). This registration must be renewed annually by Jan. 31. Registration includes:
- Manufacturer contact information
- A list of all brands the manufacturer sells or offers for sale
All RLPs must begin to meet specific requirements on the stated date:
- Beginning Jan. 31, 2013, submit and renew annually using the notification form (PDF)(Word):
- A list of manufacturers participating as of Jan. 1
- Documentation of a public education program with information on opportunities for collection, reuse, and recycling of TVs
- A list of 200 Texas sites or programs planned by the RLP for the year
- Beginning Jan. 31, 2015, report to the TCEQ biannually, on odd years:
- An inventory of TV-collection, reuse, and recycling opportunities available through RLP or individual manufacturers
- Collection opportunities for populations of less than 50,000 people and analysis of collection sites compared with retail sites
- The weight of TVs collected, recycled, and reused for the previous two years, separated by individual year
