April 30, 2005: HRVOC Level of Activity Certification Deadlines

Highly Reactive Volatile Organic Compound allowance allocation standards.

In accordance with 30 TAC § 101.394(c), sites subject to the HECT program that are solely engaged in the storage or transfer of HRVOC and do not qualify for an HRVOC allocation based on HRVOC production or use must certify their HRVOC level of activity by January 30, 2005.

In accordance with 30 TAC §101.401, each site subject to the HECT program is required to certify its HRVOC level of activity with the TCEQ Emissions Banking and Trading Program no later than April 30, 2005 for use in determining the site's HRVOC allowance allocation.
