April 8, 2011: TCEQ Publishes Notice on Oil and Gas General Operating Permits 511-514

Proposed revisions to and the renewal of the Oil and Gas General Operating Permits (GOPs) 511-514. Public hearing to be held April 28, 2011. Public comment to be received by 5 p.m. CDT May 9, 2011.

We are proposing revisions to and renewal of the Oil and Gas General Operating Permits 511 - 514. If you are interested in these permits, review these revisions and submit your comments by 5:00 pm CDT May 9, 2011. You may also attend a Public Hearing on these revisions April 28, 2011

What Revisions Are Planned?

When renewed, the planned revision will include the following but will not be limited to adding:

  • Reference to the Air Quality Standard Permits for Boilers
  • Reference to the non-rule Air Quality Standard Permit for Oil and Gas Handling and Production Facilities
  • Reference to the non-rule Air Quality Standard Permit for Pollution Control Projects
  • Requirements from three subparts of 40 Code of Federal Regulations (CFR) Part 60:
    • Subpart IIII, Compression Ignited Internal Combustion Engines
    • Subpart JJJJ, Spark Ignition Internal Combustion Engines
    • Subpart KKKK, Stationary Combustion Turbines

When May I Comment?

You have two opportunities to comment on these revisions - the public comment period and a hearing.

From now through 5:00 p.m. May 9, 2011, you may submit comments in writing.

Comment at the Public Hearing April 28

Thursday, April 28, 2011, at 10:00 a.m., TCEQ will hold a hearing in Room 201S, Bldg. E, TCEQ, 12100 Park 35 Circle, Austin. At this hearing, you may speak or present comments in writing.

To participate in this hearing:

  • Register when you arrive and indicate whether you wish to speak.
  • At 10:00 a.m., the hearing itself will begin. Following the order in which people registered, we will give everyone an opportunity to speak.
  • Do not expect our staff to have a discussion with you during your time to speak. The purpose of this hearing is for us to listen to your comments.

If you have further questions, a member of our staff will be available for 30 minutes prior to and after the hearing has ended to answer them.

In addition to reading the relevant documents, you may learn more from our staff about these planned revisions and GOP's in these ways:

  • At 9:30 a.m. April 28 a member of our staff will be available in the hearing room for 30 minutes to discuss the draft GOPs with any one who is present. The hearing room is Room 201S, Building E, TCEQ, 12100 Park 35 Circle, Austin. Also, a member of our staff will stay for 30 minutes after the hearing to answer questions
