Aboveground and Underground Storage Tank Construction Notification

Requirements for notifying the TCEQ about planned work on underground or aboveground storage tanks. Links to relevant forms and rules.

You will receive notice of construction acknowledgements faster by submitting through STEERS.

Under the rules found in Title 30 Texas Administrative Code Chapter 334 , owners of regulated petroleum storage tanks must notify the TCEQ of any construction activity at underground and aboveground petroleum storage tank sites. Submit the notification 30 days before the work begins.

Requirements for Underground Storage Tank Sites

At least 30 days before any of the following work begins at your UST facility, use STEERS or form TCEQ-00495, Aboveground and Underground Storage Tank Construction Notification, to notify the TCEQ of:

  • tank and pipe installations
  • the removal of one or more USTs (see also RG-475m- Permanently Removing Petroleum Storage Tanks from Service)
  • the permanent abandonment in place of one or more USTs
  • returning a UST to service
  • repairs to a UST
  • upgrades or improvements to a UST system
  • a UST integrity assessment
  • any activity that requires a person to enter a UST

Staff from the TCEQ regional office that serve your county will inspect the construction activity as their schedule allows.

Requirements for Aboveground Storage Tank Sites

At least 30 days before any of the following planned work begins at your AST facility, use STEERS or form TCEQ-00495, Aboveground and Underground Storage Tank Construction Notification, to notify the TCEQ of tank installations. Staff from the TCEQ regional office that serves your county will inspect the construction activity as their schedule allows.
