Composting Refund
Describes program allowing operators of MSW landfills in Texas to receive rebates of a portion of state fees collected if they file an approved composting plan with the TCEQ.
As provided by the Texas Health and Safety Code, Chapter 361, Section 361.0135 and Title 30 Texas Adminstrative Code, Chapter 330, Section 330.677, the operator of a public or privately owned municipal solid waste facility may be eligible for a refund of up to 20 percent of the solid waste fees collected by the facility. To be eligible for the refund, the operator of the facility must submit a composting plan to the Texas Commission on Environmental Quality and receive written approval of the plan.
