CIUs in Non-approved Pretreatment Programs and Their Reports
Requirements to send reports of publicly owned treatment works (POTWs) for a non-approved TPDES wastewater pretreatment program to TCEQ.
If the publicly-owned treatment works
(POTW) does not have an approved pretreatment program, certain industries designated as "categorical industrial users" (CIUs) still must be aware of wastewater discharge reporting requirements:

Because the POTW does not have an approved pretreatment program, CIUs must send these reports to the Texas Commission on Environment Quality (TCEQ) Pretreatment Program.

Through a local ordinance or some other control mechanism, you may also require that the CIU sends a copy of each report to you.
