The proposed rulemaking would implement §4.27 and §4.30 of House Bill 2694, 82nd Legislature, 2011, by establishing public notice, comment, and contested case hearing procedures for permit amendment applications for electric generating facilities to comply with the Federal Clean Air Act, §112.
