The proposed rulemaking would implement Senate Bill (SB) 181 and SB 660, 82nd Legislature, 2011, to require entities that submit water conservation plans to the Texas Water Development Board (TWDB) and the TCEQ to implement sector-based reporting measures for water use. The proposed rulemaking would also require the TWDB and the TCEQ, in consultation with the Water Conservation Advisory Council, to develop a uniform methodology and guidance for calculating water use and conservation.
