The APWL is the TCEQ's statewide program to address ambient concentrations of air contaminants considered potentially harmful to human health and welfare. The TCEQ added Port Arthur to the APWL in 2001 to address benzene concentrations at the TCEQ's City Service Center monitor that persistently exceeded TCEQ's long-term, health-based air monitoring comparison value. Several companies in the APWL area have implemented improvements to reduce benzene emissions, and validated monitoring data show that annual average benzene concentrations have been below a level of potential concern for four consecutive calendar years and ten of the last eleven calendar years. Please visit the APWL Web page to obtain the TCEQ's detailed proposal and information on the public comment procedures.
