The APWL is the TCEQ's statewide program designed to address ambient concentrations of air contaminants considered potentially harmful to human health and welfare. Texas City has been listed on the APWL as an area of concern since 2003 for benzene and 2004 for hydrogen sulfide, respectively. Validated monitoring data show a decline in both benzene and hydrogen sulfide in the area to concentrations below levels of potential concern. Please visit the APWL Web page for TCEQ's detailed proposal documents and information on the public comment procedures.
