Scientific Peer Review of ESL Methodology
In 2004 and 2005, the TCEQ documented its methodology for
developing ESLs and contracted with Toxicology Excellence for Risk
Assessment (TERA) 
to conduct an independent,
scientific peer review of the methodology. TERA is a nonprofit
organization in Cincinnati, Ohio, that is internationally
recognized for its peer reviews. The purpose of the peer review is
to ensure that the TCEQ methodology for deriving ESLs meets the
highest scientific standards.
A panel of noted scientific experts in inhalation toxicology, acute and chronic hazard identification and dose response, and cancer and non-cancer risk assessment conducted a meeting on June 27 and 28, 2005, and discussed various issues and concerns with the ESL methodology.

Peer Review Report
In October 2005, TERA published a peer review report that summarized the comments and suggested improvements made by the panel and the public at the June 2005 peer review meeting.

Guidelines to Develop ESLs, ReVs, and URFs

The ESL Methodology has been revised by the Toxicology Section to
address the issues raised by the scientific peer review panel. The
document is now referred to as Guidelines to Develop Effects
Screening Levels, Reference Values, and Unit Risk Factors.
