The TMDL Program works to improve water quality in impaired or threatened water bodies in Texas. These projects have been adopted by the TCEQ and submitted to the Environmental Protection Agency (EPA) for review. Final approval from EPA may be pending.

A TMDL and its implementation plan are developed to restore the full use of a water body that has limited quality in relation to one or more of its uses. One TMDL is required for each impairment listed in each water body.

An impairment is the combination of the use that is affected (such as support of aquatic life) with the pollutant or condition of concern (such as selenium or low dissolved oxygen). For example, if Jones Creek was listed as not attaining the aquatic life use because of low dissolved oxygen concentrations, and not attaining the fish consumption use because of selenium in fish tissue, two TMDLs would be required for Jones Creek (one for dissolved oxygen and one for selenium).
