In accordance with state law, the TCEQ seeks competition before awarding contracts exceeding $5,000. In addition, state law provides that state agencies, including the TCEQ, may enter into certain contracts under programs where the competitive bid process takes place at the state level, rather than the agency level, to promote efficiency in contracting and to take advantage of the state’s purchasing power.

These programs include the Texas Comptroller of Public Accounts (CPA or Comptroller) Term Contracts, the Comptroller’s Non-Automated Contracts, certain Department of Information Resources (DIR) contracts, Texas Multiple Awards Schedule (TXMAS) developed by the CPA, and Council on Competitive Government (CCG) contracts.

In addition, the TCEQ has statutory authority to issue direct awards for certain work related to the cleanup of petroleum storage tank sites. Agencies may also purchase publications without seeking bids in certain circumstances.

The acquisition of these goods and services are categorized by Purchasing Category Codes (PCC), which are codes used to document the purchase method and the commodity type. The following chart lists the codes and the procurement method.

The list of active contracts and purchase orders that the TCEQ has set forth can be found on the Current TCEQ Contracts and Purchase Orders Microsoft Excel spreadsheet. This list is updated every Monday. If you would like to view the actual contract, purchase order or solicitation document, please go to the Central File Room Online.  Place the PCR number found in the spreadsheet into the Primary ID field and click on the red E.

Description of Procurement Method


CPA Term Contract. These contracts are solicited by the Texas Comptroller's Office (CPA) to be used by all state agencies.


CPA Non-Automated Contract. These contracts are solicited by CPA to be used by all state agencies.

D Information Technology Commodities/Services purchases that are not available on a Department of Information Resources Contract
E Delegated Commodities/Services These are commodities and services that range from $0.01 - $5,000.00
F Delegated Commodities/Services These are commodities and services that range from $5,000.01 - $25,000.00
G Open Market commodities above $50,000.00 are solicited by CPA for state agencies


Department of Information Resources (DIR) Contract.These contracts are solicited by DIR to be used by all state agencies.


Direct Publication Purchases. These are contracts to purchase publications that are only available from a single source. Common examples include subscriptions that are only available from the publisher, or computer software and software maintenance that is only available directly from the publisher.

Q Services Purchases that range from $5,000.01 - $25,000.00
S Services These are service purchases that range from $25,000.01 - $100,000.00
T Emergency Purchases above $25,000.00


TxMas Contract. Texas multiple award schedule (TXMAS) contracts have been developed by CPA from contracts awarded by the federal government or any other governmental entity of any state.


H.B. 2694 (82nd Leg., R.S.) amended section 5.2292 of the Water Code to allow the TCEQ to make direct awards for scientific and technical environmental services or engineering services for remediation at PST sites that are placed in the PST State Lead program.

9-4 Interagency These contracts or PO between two or more state agencies as authorized by Chapter 771 of the Texas Government Code.
9-5 Interlocal a collaborative contract between public bodies aiming to provide more efficient, less costly public services. (County, municipality, special district, junior college district, or other political subdivision of this state or another state) per Texas Government Code, Chapter 791

9-9 Professional Services These are contracts that fall under the Professional Procurement Act per Texas Government Code 2254.3001 – 2254.005

9-10 Petroleum Storage Tank (PST) Texas Water Code Ann., Section26.358 (e)(1)-(3) (Vernon’s Supp. 1990)
9-12 Repairs and Renovation to Buildings These are created under the authority Texas Government Code, Title 10, Subtitle D, Chapter 2166.003 - 2166.004
9-18 Intergovernmental These contracts are with other State or Federal entities.


Set Aside These are purchase order with Texas Correctional Industries (TCI) and Texas Industry for the Blind and Handicap (TIBH)


Texas Emission Reduction Plan (TERP) These contracts are created under the 77th Leg. RS, SB 5, Section 1, Subtitle C, Title 5, Texas Health & Safety Code, Chap.386


Federal Grants These are grant agreements created through a Federal grant.
