SCHOOL DISTRICT The Commission will consider
an application by the Kopperl Independent
School District for an Order authorizing the
construction of a new wastewater treatment
facility prior to Commission consideration of
its application for a wastewater discharge
permit. The proposed authorization to
construct would allow Kopperl Independent
School District to advance the date by which
it may begin construction of its wastewater
treatment plant. The proposed authorization
to construct would not permit the discharge
of any wastewater. Kopperl Independent
School District has applied for proposed
Permit No. 13982-001, which would authorize
the disposal of treated domestic wastewater
effluent at a volume not to exceed a daily
average flow of 0.012 million gallons per
day. The proposed wastewater treatment
facility would serve the Kopperl Independent
School District. The plant site would be
located at 101 Fifth Street, approximately
1800 feet east-northeast of the intersection
of Farm-to-Market Road 56 and the Burlington
Northern/Santa Fe Railroad in the Town of
Kopperl, Bosque County, Texas. The treated
effluent would be discharged to Plowman
Creek; thence to Lake Whitney in Segment No.

adoption of amendments to 30 TAC Chapter 115,
Section 115.600, concerning Definitions; and
for revisions to the State Implementation
Plan (SIP). If adopted, the amendments would
add language to the definition of "crawling
bug insecticide" that would differentiate a
"house dust mite" from other crawling bugs
and a "house dust mite product" from crawling
bug insecticides to exclude such products
from the volatile organic compound (VOC)
limitation contained in the subchapter. All
of the definitions contained in the section
would also be numbered to conform to new
Texas Register standards. The proposed rules
were published in the June 5, 1998, issue of

alternative method or standard for the
control or abatement of pollution if it is at
least as protective of public health and the
environment as the current method or
standard. The proposal was published in the
