NEW BUSINESS

This meeting is a work session for discussion between commissioners and staff. No public testimony or comment will be accepted except by invitation of the commission.

  1. Consideration for adoption of a revision to the State Implementation Plan (SIP) concerning the Attainment Demonstration for the Houston/Galveston Ozone Nonattainment Area. If adopted, this SIP will also substitute volatile organic compound (VOC) or oxides of nitrogen (NOx) reductions for certain elements to compensate for reductions that the U.S. Environmental Protection Agency (EPA) plans to disapprove in the previous 9% SIP revisions. (Liz Hendler) (Rule Log No. 97184-SIP-AI) Herb Williams, Chuck Mueller, and Liz Hendler (Air Policy and Regulations Division); and Chris Kadas (Legal) presented this item. The commission took testimony from Dewayne Huckabay (H-GAC Regional Air Quality Planning Committee and City of Houston). Commissioner Marquez made a motion to adopt the revisions to the SIP for the Houston/Galveston Ozone nonattainment area. Chairman McBee seconded the motion and added to the motion to have staff prepare a transmittal letter for his signature to the Governor to approve the SIP. The adoption of SIP revision was approved unanimously.

  2. Consideration of the agency's implementation of legislation enacted by the 75th Texas Legislature including the agency's efforts to work with the Interim Legislative Committees. The commission may also meet in closed meeting to receive legal advice regarding these matters, or any of the above matters, as authorized by Section 551.071 of the Open Meetings Act, Chapter 551 of the Government Code. Any commission action, decision, or vote on these matters will be made in open meeting in accordance with Section 551.102 of the Open Meetings Act, Chapter 551 of the Government Code. No action was taken.

  3. Planning for the next Commissioners’ Work Session. The next Commissioners’ Work Session is tentatively scheduled for Thursday, May 21, 1998, in E-201S, at 1:30 p.m. It will include the following issues: enforcement report, land use issues, TechLaw Business Process Review Study findings, Legislative Appropriations Request and the Strategic Plan, and legislative updates. The following issues were added for future work sessions: Care Update and Dallas SIP on July 16, and Water Quality Issues on July 30.
