- Discussion of the Monthly Enforcement Report for December 2000. Anne Dobbs, OCE,
presented this issue. No action taken by the Commission.
- Consideration to approve final TMDLs for volatile organic compounds (VOCs) in Clear
Creek as certified updates to the State of Texas Water Quality Management Plan to
satisfy federal water quality management planning requirements. Chuck Mueller, SIP
Section, and Mel Vargas, TMDL Section presented this issue. The Commissioners' approved
the final TMDL as presented.
- Consideration to approve final TMDLs for phosphorus in the North Bosque River as
certified updates to the State of Texas Water Quality Management Plan to satisfy federal
water quality management planning requirements. Chuck Mueller, SIP Section, and Mel
Vargas, TMDL Section presented this issue. The Commissioners' approved the final TMDL
as presented.
- Consideration and discussion of issues related to the Environmental Council of the States
meeting February 25-27, including the Commission's designation of a representative for
voting on ECOS matters that may arise during the various ECOS meetings. Randy Wood,
OEPAA and Linda Hayne, SEA, presented this issue. Commissioner Marquez was approved
by majority motion to represent the TNRCC at the ECOS meeting for the issue of voting on the
draft Resolution for States Access to Confidential Business Information Under the Toxic
Substances Act. No other action taken.
- Consideration of legislative issues potentially affecting the TNRCC and actions taken by
the Texas Legislature. The commission may also meet in closed meeting to receive legal
advice regarding these matters, or any of the above matters, as authorized by Section
551.071 of the Open Meetings Act, Chapter 551 of the Government Code. Any
commission action, decision, or vote on these matters will be made in open meeting in
accordance with Section 551.102 of the Open Meetings Act, Chapter 551 of the
Government Code. No action taken on this issue.
- Planning for the next Commissioners' Work Session. The decision to hold the scheduled
March work session was deferred. If the work session is held as scheduled or if rescheduled,
the standing issues and Supplemental Environmental Project Percent Limitations will be
discussed. A joint work session with the Texas Department of Public Safety is planned for
April at the TNRCC location. The exact date will be determined with DPS.
- Discussion of Galveston Bay and Estuaries Program and related issues. This issue was
discussed with issue number 8.
- Discussion of Galveston Bay and Estuaries Program and Coastal Bend Bays and Estuaries
Program activities and related issues. Helen Drummond, Galveston Bay Estuary Program,
(GBEP) and Kerry Whelan, Chairman, Galveston Bay Council updated the Commission on the
activities of the GBEP. Bob Wallace, Chairman, Coastal Bend Bays and Estuaries Program
(CBBEP) and Roy Allen, Executive, CBBEP Director discussed activities in the Coastal Bend
areas. There was no action taken by the Commission.
