Here is a list of the terms and definitions on each card.

Card 1:
Term: Emissions Banking and Trading Programs (EBTPs)
Definition: Originally established to provide flexibility for complying with the Texas Clean Air Act for sources in areas designated as nonattainment for the federal ozone standard. EBTPs have since expanded to provide the same flexibility for sources in areas designated as attainment and have been established to assist in compliance with reduction requirements under the Texas State Implementation Plan.
Card 2:
Term: Credit Programs (ERCs and DERCs)
Definition: Allow companies to generate credit by voluntarily reducing emissions of certain pollutants below the lowest emission limit. Emission reduction credits (ERCs) are generated from permanent emission reductions in nonattainment areas and require permittng action to be made enforceable. Discrete emission reduction credits (DERCs) are generated from temporary reductions in attainment and nonattainment areas. Generated credits may be traded, used for NSR offsets, or used for other compliance purposes.
Card 3:
Term: Cap and Trade Programs (MECT, HECT, and EBTA)
Definition: Provide compliance with regulations through a cap rather than a command and control method. Regardless of BACT and protectiveness requirements, these cap and trade programs are additional restrictions because allowances are necessary.
Card 4:
Term: MECT Cap and Trade Program
Definition: Establishes a mandatory cap for nitrogen oxide emissions from units that are subject to the emissions specifications under 30 TAC, Chapter 117 (e.g., stationary boilers, turbines, engines, process heaters, etc.) and applies to sites located in the HGB ozone nonattainment area.
Card 5:
Term: HECT Cap and Trade Program
Definition: Establishes a mandatory cap for HRVOC emissions from vents, flares, and cooling towers in Harris County.
Card 6:
Term: EBTA Cap and Trade Program
Definition: In conjunction with the SB7 permits, required formerly grandfathered electric generating units across the state to make nitrogen oxide and sulfur dioxide emissions reductions.
