Administrative Updates to the Sludge Rule: Comment Period and Public Meeting

Oct. 2019 - TCEQ seeks public comments on the proposed amended rules for the use, disposal, and transportation of sludge.

The Texas Commission on Environmental Quality is proposing to amend the rules in 30 Texas Administrative Code Chapter 312, Sludge Use, Disposal, and Transportation. This rulemaking will clarify the intent of existing rule requirements, remove inconsistencies, and improve readability.

The draft rules and an executive summary are available on TCEQ’s rule proposals webpage.

One of the proposed amendments is to update the title of the Annual Sludge Summary Report Form to Annual Biosolids Land Application Summary Report Form. This change will clarify that this annual report is only applicable to the land application of biosolids.

The public will have the opportunity to comment on the draft rules during the public comment period, from October 25 through November 26, 2019. During that time, written comments may be submitted electronically at https://www6.tceq.texas.gov/rules/ecomments/. Written comments may also be mailed to Paige Bond, MC 205, Office of Legal Services, TCEQ, P.O. Box 13087, Austin, TX 78711-3087. All comments should reference Rule Project Number
2017-035-312-OW.

Comments must be received on or before November 26, 2019.

A public meeting will be held at 10:00 a.m. on November 19, 2019, at TCEQ, 12100 Park 35 Circle, Building E, Room 201S, Austin, Texas 78753.
