Upcoming Deadline for Stormwater Multi-Sector General Permit Facilities to Report in NetDMR

January 2026—Multi-Sector General Permit (MSGP) facilities must submit electronic Discharge Monitoring Reports (DMRs) of all required monitoring results by March 31, 2026.

Facilities must report through the NetDMR electronic reporting system if any of the following apply:

  • Meet federal effluent limits within sectors A, C, D, E, J, O, and S (find a full list of activities required to meet federal effluent limits in Part III, Section C.2, Table 3 of the MSGP, TXR050000).
  • Meet numeric effluent limitations for hazardous metals and exceeds a permit limit in Part III, Section C.1, Table 1.
  • Meet benchmark monitoring requirements.
  • Discharge a pollutant of concern at a level of concern directly into an impaired water body.

Facilities that meet any of the above criteria must report their results for the monitoring period of Jan. 1, 2025, through Dec. 31, 2025.

If you submit paper DMRs to TCEQ without an electric reporting waiver, your submittal will be returned and not count towards your reporting requirements.

Exceptions to Report in NetDMR

TCEQ may grant a temporary waiver from the federal Electronic Reporting rule for eligible facilities. For information on how to obtain a temporary waiver, contact the Stormwater Processing Center at 512-239-3700.

You will need an active account with the EPA's Central Data Exchange (CDX) . For assistance with creating an account, follow the EPA's instructions for creating a NetDMR account .
