Emissions Evaluation and Stack Test Information
NELAC Accreditation:
All analytical data generated by a mobile or stationary laboratory to support the compliance with an air permit must be obtained from a NELAC (National Environmental Laboratory Accreditation Conference) accredited laboratory. Useful portions of the TCEQ Sampling Procedures Manual
Various TCEQ documents refer to the TCEQ Sampling Procedures Manual, which currently is an internal document. However, there are some portions our customers need readily accessible, and are ready for use:
Guidelines for Stack Sampling Facilities (PDF) (Formerly Chapter 2 of the Texas Commission on Environmental Quality Sampling Procedures Manual), provides guidance information cited by 30 TAC Chapter 116, §116.111(a)(2)(B): "The proposed facility will have provisions for measuring the emission of significant air contaminants as determined by the executive director. This may include the installation of sampling ports on exhaust stacks and construction of sampling platforms ..."
Chapter 14 (PDF) provides information required by some New Source Review permits that spell-out sampling reporting and recordkeeping requirements.
Finally, Appendix P (PDF) outlines the requirements of the Air Stripping Method (Modified El Paso Method) for Determination of Volatile Organic Compound Emissions from Water Sources. This method has been cited in various documents, including some recent federal regulations to characterize emissions from cooling towers.
