TCEQ incentive grants improve air quality

Approximately $50 million in grants is available for projects designed to reduce emissions of nitrogen oxide (NOx) from high-emitting vehicles and equipment, making the air we breathe cleaner. These projects include upgrading or replacing on-road heavy-duty vehicles, non-road equipment, marine vessels, locomotives, or stationary engines operating in Texas. The TCEQ will accept applications from May 15 through August 15, 2018.

Grant amounts for selected projects can be up to 80 percent of the cost to upgrade or replace a vehicle or piece of equipment that has been owned by the applicant and operated in Texas for the last two years. Vehicles must have a gross vehicle weight rating of 8,501 pounds or more and be certified by the Environmental Protection Agency to meet the heavy-duty vehicle federal emission standard. Equipment must be powered by an engine 25 horsepower or greater. The types of project categories eligible under the Emissions Reduction Incentives Grants funding period include:

    • New Purchase or Lease: the engine on the new vehicle or piece of equipment must be certified to emit at least 25 percent less NOx than required under the current standard.
    • Replacement: replacing an eligible vehicle or piece of equipment with a newer vehicle or piece of equipment.
    • Repower: replacing (repowering) an existing engine in an eligible vehicle or piece of equipment with a new, rebuilt, or remanufactured engine. The new engine must be certified to emit 25 percent less NOx than the engine being replaced.
    • Retrofit or Add-On of Emission-Reduction Technology: retrofitting or adding-on emission-reduction technology to an existing engine in an eligible vehicle or piece of equipment. Except for retrofits with certain dual-fuel conversion systems, the vehicle or equipment must be currently owned by the applicant. Applicants must agree to operate the new vehicle or piece of equipment in one or more of the eligible counties. Eligible counties Adobe Acrobat PDF Document must be part of the state’s air quality nonattainment areas and other affected counties.

Grants are open to individuals, corporations, organizations, government or governmental subdivisions or agencies, business trusts, partnerships, associations or legal entities.
