TCEQ Now Accepting Grant Applications for the Seaport and Rail Yard Areas Emissions Reduction Program

The Texas Commission on Environmental Quality is now accepting grant applications for the Seaport and Rail Yard Areas Emissions Reduction Program. The SPRY program provides grants to upgrade or replace older drayage trucks and equipment operating at eligible seaports and Class I rail yards in the Texas nonattainment areas.

Grant applications will be accepted on a first-come, first-served basis until 5 p.m., Monday, Nov. 22, 2022 or until all available funds have been awarded.

Applicants may be eligible for funding for up to 80% of the cost to replace or repower eligible equipment. Eligible applicants include individuals, corporations, organizations, governments or governmental subdivisions or agencies, business trusts, partnerships, associations, or other legal entities authorized to conduct business in Texas.

Eligible equipment types include:

  • heavy-duty on-road vehicles with a gross vehicle weight rating over 26,000 pounds;
  • non-road yard trucks; and
  • other cargo handling equipment.

Equipment being replaced must have been owned or leased by the applicant with continuous Texas registration and have been operated at an eligible seaport or rail yard for a minimum of 200 days per year, for at least two years immediately preceding the application signature date.

  • On-road projects: grantees must commit to operating the grant-funded vehicle at least 50% of the annual and total usage in the nonattainment areas and affected counties.
  • Non-road projects: grantees must agree to operate the grant-funded equipment at least 75% of the annual and total usage in the nonattainment areas and affected counties.

Vehicles and cargo handling equipment funded under this program must operate at eligible seaports and rail yards located within the nonattainment areas in Texas.

  • Designated seaports include terminals and facilities located in Port Houston (including the participating facilities of the Houston Ship Channel Security District), Port of Galveston, and Port of Freeport.
  • Designated Class I rail yards include terminals and facilities located in the Dallas-Fort Worth area, Bexar County, Houston-Galveston-Brazoria area, and El Paso area.
