Coastal Zone Act Reauthorization Amendments: On-Site Sewage Facilities Phase II

A project that extended Phase I efforts to reduce pollution from septic systems in targeted coastal Texas counties.

Background

Section 6217 of the Coastal Zone Act Reauthorization Amendments of the Coastal Management Act requires states and territories with federally approved Coastal Zone Management Programs to develop and implement a nonpoint source control program. The program establishes management measures for states to use in addressing polluted runoff, including ways to minimize pollution from septic systems.

Project Description

This project extended the Phase I project for two additional years, to continue reducing septic system pollution in coastal zone counties. Project personnel offered local health departments additional training on visual inspection of anaerobic septic systems, identified additional areas where systems are failing, expanded the sites targeted for pump-out, and provided free educational programs for homeowners on septic system operation and maintenance. In 2015, the project was amended to add the development of a septic system inventory database for up to three coastal counties.
