Initial/Administrative Review
The administrative review, handled by the Air Permits Initial Review Team (APIRT), will typically take less than 30 days for a complete application and consists of:
- logging the project into the NSR database and assignment of project and permit numbers;
- verification of the address, legal entity name, and that the application contains the appropriate signatures;
- determination of whether or not the entity is a small business;
- verification of payment of fees and that there are no current delinquent fees;
- determination of the applicability of special interest programs (such as the Air Pollutant Watch List);
- update of information in the TCEQ's Central Registry database;
- preparation and submittal of the site review Request for Comments (RFC) to the appropriate regional office;
- determination of the type of public notice required based on the application information;
- preparation of the first public notice package;
- identification of affected legislators; and
- a declaration that the application is administratively complete.
Once administratively complete, the applicant publishes notice in a local newspaper and posts signs around the proposed facility location.
