Key Changes: This revision to the State Implementation Plan (SIP):
- requires Transportation Control Measure (TCM) project-specific descriptions and estimated emissions reductions to be included in the SIP and
- allows metropolitan planning organizations in nonattainment areas to substitute TCMs without a SIP revision if the substitution results in equal or greater emission reductions.
