Old Lufkin Creosoting

No further Superfund environmental response actions are required on this former wood treatment facility in Lufkin, Angelina County. This site was referred to the Voluntary Cleanup Program.

Site Background

The Old Lufkin Creosoting site is located at 1411 East Lufkin Avenue, just east of U.S. 69 South in Lufkin. This site was a wood treating facility, which operated from 1946 to 1978 and used creosote and pentachlorophenol (PCP) as preservatives.

Superfund Actions Taken to Date

  • September 25, 1990, a legal notice was published in the Texas Register (15 TexReg 5623-5624) describing the site, proposing the site to the state Superfund registry, and announcing that a public meeting to receive citizen comments would be held at the Lufkin City Council Chambers on October 24, 1990.
  • August 26, 1992, an agreed administrative order was signed by potentially responsible parties to pay for a remedial investigation.
  • September 22, 1992, remedial investigation/feasibility study underway.
  • September 1, 1993, effective date of the creation of the Texas Natural Resource Conservation Commission from the joining of the Texas Water Commission and the Texas Air Control Board and a portion of the Texas Department of Health.
  • November 21, 1994, remedial investigation Phase I completed.
  • November 22, 1994, remedial investigation Phase II underway.
  • October 2, 1998, remedial investigation Phase II completed.
  • October 3, 1998, remedial investigation Phase III underway to determine extent of
    groundwater contamination.
  • July 16, 1999, a legal notices was published in the Texas Register (24 TexReg 5593) and the Lufkin Daily News proposing commercial/industrial land use specifications for remediation of the site contamination. The land use designation may be considered in any remedial action proposed for the site.
  • August 24, 1999, a public meeting was held at the Lufkin City Hall Council Chambers to receive community comments on the proposal to use commercial/industrial land use specifications for remediation of the site contamination. The nonresidential use of the land may be considered in any remedial action proposed for the site.
  • November 23, 1999, TNRCC approved the final remedial investigation report.
  • January 18, 2000, TNRCC accepted the PRP's notice of intent to conduct a site assessment under the Texas Risk Reduction process standards for the site.
  • April 26, 2002, TNRCC approved the remedial action plan of the potentially
    responsible parties as satisfying the feasibility study phase for the site, and notified the potentially responsible parties that the agreed order for the remedial investigation / feasibility study had been satisfied.
  • June 2002, an updated community relations plan was prepared for the Old Lufkin Creosoting site.
  • June 18, 2002, the TNRCC Voluntary Cleanup Program completed the review of the application and assigned project number: VCP-1474 to the Old Lufkin Creosoting site.
  • September 1, 2002, effective date of the name change from Texas Natural Resource Conservation Commission (TNRCC) to Texas Commission on Environmental Quality (TCEQ).
  • November 8, 2002, a legal notice Exit TCEQ Site was published in the Texas Register (27 TexReg 10641-10642) proposing to delete the site from the state Superfund registry in accordance with 30 TAC §335.344(c) and inviting public comment on the determination that the site has been accepted into the TCEQ Voluntary Cleanup Program. A public meeting was scheduled December 10, 2002, at the Lufkin City Hall.
  • December 10, 2002, a public meeting was held at the Lufkin City Hall to receive community comments on the proposal to delete the Old Lufkin Creosoting site from the Superfund registry. The site has been accepted into the TCEQ Voluntary Cleanup Program.
  • January 31, 2003, a legal notice Exit TCEQ Site was published in the Texas Register (28 TexReg 963) officially deleting Old Lufkin Creosoting from the state Superfund registry in accordance with 30 TAC §335.344(c). No challenges or comments were received on the determination that the site site has been accepted into the TCEQ Voluntary Cleanup Program.
