Grants to Port Authorities for Studies and Pilot Projects

The Port Authority Studies and Pilot Projects Program (PASPP) provides funding to Port Authorities to reduce nitrogen oxides (NOx) and particulate matter (PM) emissions from cargo movement.

TCEQ staff will contact port authorities in eligible areas prior to the next acceptance period.

About PASPP

Eligibility

Eligible applicants

Port authorities that administer a public seaport in a nonattainment area or an affected county.

Eligible projects

Air quality studies or pilot projects to potentially reduce NOX and PM emissions from cargo movement.

  • Pilot to use electric terminal tractors.
  • Analysis of exhaust from ships at berth.
  • Pilot to use microgrid shore power technology.

Available Funding

A total of $1 million is available. Each project proposal may request the full amount.

Grant Award Process

  1. TCEQ staff contacts port authorities in eligible areas to discuss the grant program via phone and email.
  2. Port authorities submit a study or project proposal, including a high-level timeline.
  3. TCEQ will review all proposals and make a selection.
