Grants to Port Authorities for Studies and Pilot Projects
The Port Authority Studies and Pilot Projects Program (PASPP) provides funding to Port Authorities to reduce nitrogen oxides (NOx) and particulate matter (PM) emissions from cargo movement.

About PASPP
Eligibility
Eligible Applicants
Port authorities that administer a public seaport in an eligible county.
Eligible Projects
Air quality studies or pilot projects to potentially reduce NOX and PM emissions from cargo movement.

- Analysis of exhaust from ships at berth.

- Pilot of truck appointment scheduling system to reduce idling at port grain elevator.
Available Funding
A total of $1 million is available. Each project proposal may request the full amount.
Grant Award Process
- TCEQ staff contacts port authorities in eligible areas to discuss the grant program via phone and email.
- Port authorities submit a study or project proposal, including a high-level timeline.
- TCEQ will review all proposals and make a selection.
