Subject:  Special Exemption Amendments

I spoke to Bill Zeis in legal today and it looks like we can
say as result of a judge's ruling special exemption amendments
approved since October 20, 1990 are no longer effective.  If
you have any special exemptions amendments pending at this
time, you need to write the applicant and let them know they
must submit an application for a construction permit.  Be sure
to include all necessary forms, tables, instructions, etc.
