Heatset Offset Printing
June 1995

TNRCC Rule 116.111(3) in Regulation VI requires that Best
Available Control Technology (BACT) be applied to all
facilities that must obtain a permit.  BACT determinations are
made on a case-by-case basis.  Current BACT guidelines for
heatset offset printing is:  

Uncontrolled ink oil emissions of twenty-five tons per year or
more to employ add-on controls that reduce all emissions from
heatset presses by ninety-five percent or more and to use
alcohol substitutes in fountain solutions and low VOC cleaning
materials.  

If the applicant proposes the emissions levels listed above,
a detailed BACT analysis is not needed.  Any BACT proposal
that is different from the requirements stated above needs to
be explained in detail.  The BACT discussion needs to be
formatted after the TNRCC three tier approach or the EPA top
down approach.  In either analysis any cost estimates for
control equipment need to be amortized over the life of the
equipment and the annualized operating costs need to be
included.  The EPA document OAQPS Control Cost Manual (EPA
450/3-90-006) describes how the analysis should be performed
and provides the format for presentation of the results.  This
