Commissioner Miller is an experienced leader with more than 20 years of Texas state government service focused on public finance, energy, and environmental issues. Prior to her appointment to the Texas Commission on Environmental Quality, she most recently served as a director of the Texas Water Development Board.

Her previous state service includes roles as chief executive officer and public utility counsel of the Office of Public Utility Counsel, director of the Office of Air at TCEQ, attorney and assistant director for the TCEQ Radioactive Materials Division, and attorney for the Public Utility Commission. She also served as legislative liaison for the Texas Comptroller of Public Accounts and as a senior revenue analyst and governor’s advisor for the Office of the Governor.

In addition, Commissioner Miller worked as vice president of wholesale power strategic projects and optimization at the Lower Colorado River Authority and as executive director of the Texas Solar Power Association.

She completed the senior management and executive management programs at The University of Texas Lyndon B. Johnson School of Public Affairs Governor's Center for Management Development. Commissioner Miller earned a bachelor's degree in business administration and a law degree from the University of South Dakota, and is licensed to practice law in the state of Texas.
