Waste Designation Decision Matrix - Media or Debris Containing Hazardous Waste

This page is the waste designation decision matrix provided by the Small Business and Local Government Assistance program to aid businesses in deciding how certain wastes must be handled.

Environmental media and geological debris (rock, dirt, etc.) are NOT solid wastes in their natural setting since they have not been abandoned or discarded.

Since they are not solid wastes, they are not a hazardous waste unless they are expressly listed (as is the case with "U" and "P" listed waste) or they "contain" a listed waste ("F" or "K" listed waste).

Media/debris that "contains" a listed waste must be managed as a hazardous waste
