TPDES Sludge Discharge Monitoring Reports (DMRs)

Below is a description of the DMRs used for reporting sewage sludge use and disposal information for TPDES permits and the appropriate methods of reporting.

Sludge DMRs

Please note that ALL sludge DMRs must be completed in accordance with the instructions below whether the method of disposal was used or not. The only time it is acceptable to mark all the DMRs with a No Data Indicator (NODI) “C” (no discharge) is when the facility discharges to a lagoon system.

SLDP DMR: Production and Use

This DMR is used to report the amount of sludge produced, land applied, disposed of, or transported.

  • Data must be filled out by every permittee (see exception regarding lagoon systems in above paragraph).
  • Data must be filled in even if sewage sludge was not produced during the monitoring period.
  • If a particular use or disposal method was not applicable during the monitoring period, put a “0” in the appropriate field. Otherwise, fill in actual values.
  • If you dispose of sewage sludge by other methods, you must fill in Parameter 49017 with the actual value and place an explanatory statement in the comments section.
  • If you are not required to perform testing, you may use a No Data Indicator (NODI) code of NODI “9” (Conditional Monitoring, not required) for:
    • 39516 – Polychlorinated biphenyls (PCBs)
    • 46390 – Toxicity characteristic leaching procedure (TCLP)

SLLA DMR: Land Application

Analysis results must be provided if you prepared bulk sewage sludge and beneficially reused it by land application on-site or gave it away in bulk, bag, or other container for land application (marketing and distribution).

  • Provide data or choose NODI “C” to indicate that this form does not apply to your facility.

SLLY DMR: Pathogen Density Data for Land Application

Analysis results must be provided if you prepared bulk sewage sludge and beneficially reused it by land application on-site or gave it away in bulk, bag, or other container for land application (marketing and distribution).

  • Provide data or choose NODI “C” to indicate that this form does not apply to your facility.

SLDF DMR: Landfill

Analysis results must be provided if you prepared sewage sludge and co-disposed of it in a municipal solid waste landfill.

  • Provide data or choose NODI “C” to indicate that this form does not apply to your facility.
  • Compliance with 40 CFR Part 261, Appendix II, and 40 CFR Part 268, Appendix I, TCLP testing, requires a yes or no answer. If “yes,” report a one (1) in the reporting field; if “no,” report a zero (0) in the reporting field. If you are not required to perform testing during the specified monitoring period, you may use a NODI “9” (conditional monitoring, not required) for parameter 49030.

SLSA DMR: Surface Disposal

Analysis results must be provided if you prepared sewage sludge and disposed of it by surface disposal.

  • Provide data or choose NODI “C” to indicate that this form does not apply to your facility.
