Since 1997, a member of TCEQ Border Affairs has represented the State of Texas on the Good Neighbor Environmental Board (GNEB), an advisory board to the president and Congress on U.S.-Mexico border environmental infrastructure. The GNEB is charged by federal law with producing an annual reportExit the TCEQ.

The Border Affairs manager is the current Texas GNEB representative. He assists in preparing each year’s GNEB report, and most recently was responsible for producing the water chapter for the 13th Report, "A Blueprint for Action on the U.S.-Mexico Border."
