Grants for Leaking Water Wells

Find out about TCEQ’s Leaking Water Wells Grant Program that can help offset the cost of plugging leaking water wells in qualified counties. Learn about how to participate as TCEQ establishes the rules for grant eligibility, qualifications, and project prioritization.

Grant Program Applicability

This program will provide grants to qualifying Groundwater Conservation Districts (GCDs) to offset the costs of permanently plugging leaking water wells. The district must be in a county that meets both of these criteria:

  • Population of 16,000 or less.
  • Adjacent to at least seven counties with a population of less than 15,000.

TCEQ used 2020 U.S. Census data and Geographical Information System mapping software to identify eligible counties. As of 2025, the following five counties meet the eligibility criteria and have an established GCD: Pecos, Crockett, King, Motley, and Cottle. Dickens County also meets the eligibility criteria; however, there is not currently a GCD in this county.

Project Eligibility

Only qualified wells will be eligible for grant funds. You can review the rule requirements for eligible wells at Title 30, Texas Administrative Code (TAC), Section 353.6 (30 TAC 353.6).
