The hearing is structured for the receipt of oral or written comments by interested persons. Open discussion will not be permitted during the hearing; however, commission staff members will be available to discuss the proposal 30 minutes prior to the formal hearing, starting at 9:30 a.m. The receipt of formal oral testimony will begin at 10:00 a.m.
In response to a commitment letter to EPA, the proposed rulemaking will amend §116.150(e) to clarify the waiver applicability to the NOx standards for the El Paso nonattainment area.
