Chief Clerk Mailing Lists
An explanation of the Office of the Chief Clerk's formal and informal mailing lists and how to get on them.
Formal Mailing Lists
TCEQ’s Office of the Chief Clerk (OCC) is required to "maintain mailing lists of persons requesting notice of an application" (Title 30 TAC Chapter 39, Subchapter H, Section 407 ). These lists are called "formal" because anyone who is added to the formal list will receive all applicable hardcopy notices through the USPS Mail. Individuals on these mailing lists are referred to as interested persons.
The OCC maintains the following three kinds of formal mailing lists:
Permit List
- This is the mailing list for each specific permitting action pending before the commissioners (example: ABC Concrete, Inc.'s application for an amendment to Concrete Batch Plant Permit No. 12345).
- As soon as the action is resolved, TCEQ stops mailing notices to interested persons.
- To get on this list, you must submit a comment, request a public meeting, or request a contested case hearing regarding that specific permitting action. Alternatively, you may contact the OCC and simply request to be added to the list.
Permit's Permanent List
- This is a permanent mailing list for a specific permit number (example: Permit No. 12345).
- This list is like the Permit List above, but interested persons are mailed notices for all permitting actions submitted for the selected permit number, including any pending permitting actions and future permitting actions, such as renewals or amendments.
- To get this list, you must send a written request to the OCC. In your request, specify the mailing list(s) you want to be on and include your name and address. You may include more than one permit in your request.
County List
- This is a permanent mailing list that includes all TCEQ air, water, and waste notices issued for a particular county (example: Harris County).
- To get this list, you must send a written request to the OCC. In your request, specify the mailing list(s) you want to be on and include your name and address. You may include more than one county in your request.
How to Subscribe to Formal Mailing Lists
You can use any of these five ways to ask TCEQ to add you to—or remove you from—any formal mailing list.

eComment
The eComment application is the best method for Permit List requests but is not recommended for County List requests, since it requires a permit number to submit.

Public Notice Update Form
The Public Notice Update Form is the easiest way to get your change of name, change of address, or request to be added to a county list to the Chief Clerk.

Informal Mailing Lists
SB 1937, effective Sept. 1, 2023, adopted SECTION 12, Chapter 5, Water Code, Subchapter M-1, Section 5.583, which states that the commission "...may provide additional electronic notice through other means including direct e-mail."
As a result, TCEQ created a new web application called Public Notice by Email (PNE) that allows customers to subscribe to receive public notices in their email. These lists are called “informal” because they’re not required by rule or statute and are therefore offered as a courtesy.
OCC maintains the following three kinds of informal mailing lists:
- Permit’s Permanent List: Same as the formal permit’s permanent list above.
- County List: Same as the formal county list above.
- ZIP Code List: This is a new permanent mailing list that includes all TCEQ air, water, and waste notices in a given ZIP code (example: 78758). For now, it is only available via email.
How to Subscribe to Informal Mailing Lists
To subscribe to (or unsubscribe from) an informal mailing list, simply open the PNE application and follow the prompts.
If you’ve already subscribed to an informal mailing list and need to update your name and/or address, fill out the applicable sections of the Public Notice Update Form and submit it.
Summary of Mailing Lists Available
You may subscribe to as many of these lists as you wish. You may even subscribe to both the formal and informal lists for the same permit or county and/or for multiple permits and counties.
The following table shows which mailing lists are available through U.S. mail and email, and how long your subscription to each will last (assuming you don't unsubscribe manually).
